Bernhard Kluttig

Head of the Security, Gas and Hydrogen Division at the Federal Ministry for Economic Affairs and Energy

Kluttig studied law at Martin Luther University Halle-Wittenberg and the Faculty of Law at the University of Birmingham. 

In November 2008 he joined the Federal Ministry for Economic Affairs and Technology as a policy advisor. 

In January 2022, Kluttig became Director General of the Industrial Policy Department at the Federal Ministry for Economic Affairs and Climate Action, headed by Robert Habeck. Kluttig was responsible, among other things, for the transformation of the steel industry and other industrial policy projects of the Federal Government. 

In June 2022, he assumed the chairmanship of the Advisory Board of the Competence Centre for Climate Protection in Energy-Intensive Industries and succeeded Sven Giegold as State Secretary of the Ministry in 2024. 

He is responsible for fundamental economic policy issues, European policy, and SME policy. Following the formation of the Merz Cabinet, he left the office of State Secretary in June 2025 and took over the leadership of the Economic Stabilisation and Energy Security Department at the Federal Ministry for Economic Affairs and Energy.
